The New Model for Garrison Management

In 2006, S&K Aerospace began work designing a complete, web-based Garrison management program. This system, titled the Virtual Operations Center (VOC), manages all aspects of a unit deployment, reset, training and redeployment. Through a series of ticket-based family support systems, online Effects Based Assessments (EBAs) and other web tools, this system is slated to become the new standard.

By using the Internet as a platform for best business practices combined with Lean Six Sigma process modeling, the end result is a robust, secure, efficient management system.

The VOC currently manages the following processes:

  • Family assistance center:
    VOCA ticket-based issue management system that tracks all family issues incurred as a result of any unit's extension. Items can be flagged and escalated, and costs are measured through various reports and real-time visual dashboards. A Report Generation Tool allows users to build custom, web-based, exportable reports for briefings and other needs.

  • Tiger Team Database (TTD):
    The TTD system tracks all macro issues through the entire process. From original issue scoping through Congressional approvals, all issues are tracked to completion. Custom reports facilitate reporting (Targeting Matrix, DA Report) and Effects-Based Assessments are generated in real-time for the Commanding General.

  • Reset:
    Currently, reset issues are logged and tracked and Requests for Information (RFIs) are followed through to completion. A file library supports the sharing of important files.

  • JAG claims reimbursement:
    Any expenses due to soldiers and their families are managed and tracked through a complex database system. Complex analytical dashboards show data real-time and support stronger decision making.

The VOC system is accessible from any location on the globe, provided the user is behind a U.S. Army firewall and has a valid AKO login and permission to access.
